Lost dogs can be reported to the Main Administration Office and the Animal Control Officer. If you cannot locate your dog, you may wish to contact the Animal Control Officer in order to determine if your dog has been impounded.
The Animal Control Officer for the Township of Elizabethtown-Kitley is appointed by Council. Reporting to the By-law Enforcement Officer, it is the responsibility of the Animal Control Officer to investigate reports to follow up on complaints made by Township residents regarding dogs running at large, persistent barking and other violations of the Dog By-law.
The Officer has the authority to impound a dog and transport it to the appropriate location pending contact with the owner of the dog.

As per our dog and animal control By-law, all dogs must be licensed and registered by their owner by the time they reach three months of age. Dogs brought into the Township must be licensed and registered within 30 days, unless they are under three months old.
Take advantage of our Early Bird pricing of $25 for dog tags during December, January, February, and March. Residents can purchase dog tags at the Township offices or other designated locations during this period. After March 31st, the price increases to $35 and the tags can only be purchased at our Township offices.
After paying the license fee, owners will receive a dog tag, which must be securely attached to the dog at all times, except when the dog is legally used for hunting under the owner’s control.
Licenses are valid until December 31st of the year they were issued.

Dog owners with more than three dogs may need to obtain a kennel license.
Kennel regulations can be found in Section VII of By-law 18-16, as well as in Schedules B, C, and D.
The kennel license fees are detailed in Schedule A of By-law 24-66.
New applications for kennel licenses must be signed and submitted to the Main Administration office at 6544 New Dublin Road.

By-law 18-16 established the regulations for the Township with regard to dogs and kennels.

The following offenses and corresponding fines, as detailed in Schedule A of By-law 18-16, are designed to ensure responsible pet ownership and maintain public order. These fines are applicable to various violations, including failure to license a dog, improper behavior such as running at large or causing a public nuisance, and other related infractions. In addition to these fines, release fees may apply if an animal is impounded, as outlined in the by-law.
Under Section 1 of By-law 18-16, an "aggressive dog" is defined as any dog that has bitten a person or domestic animal without provocation, or one that is known to have a tendency or disposition to attack people or other domesticated animals without provocation. This by-law imposes specific requirements on the owners of aggressive dogs, including the payment of special licensing fees.
Section VI (2) of By-law 18-16 defines a public nuisance in relation to dogs as follows: A dog or a kennel of dogs may be deemed a public nuisance if:
It persistently barks or howls for excessive periods of time.
It emits offensive odors or attracts other animals, except when the odor is caused by a female dog in heat that is properly cared for.
It scatters or dumps garbage or trash.
It persistently chases vehicles or pedestrians on public or private property adjacent to the property where the dog resides.
It defecates on property other than the one where the dog resides.
A fine of $100.00 may be imposed for dogs found to be causing a public nuisance.
Persistent barking falls under the category of a public nuisance as defined in Section VI (2) of By-law 18-16. To further clarify what constitutes a public nuisance, the next section provides a detailed definition.
A public nuisance, in the context of this by-law, is any condition caused by a dog or a kennel of dogs that negatively impacts the enjoyment of surrounding properties or public spaces. This includes behaviors such as incessant barking or howling, which disturbs the peace and quiet of the neighborhood, making the environment unpleasant for others.

In By-law 18-16, Section IV (2), "running at large" is defined as a dog being deemed to be running at large unless it is:
Secured by a leash,
On the owner's property and under the owner's direct care and control,
Actively engaged in hunting and under the direct control of the owner or the owner's designate,
Inside the owner's residence,
Contained within a vehicle, building, structure, or cage as outlined in Schedule "B."
A fine of $50.00 may be imposed for a dog found running at large.
The following fines, as outlined in Schedule A of By-law 18-16, may be imposed on the owner of a dog. These fines are in addition to any release fees charged if the dog has been impounded, as discussed in the next section.

In certain situations, an Animal Control Officer or By-law Enforcement Officer may impound a dog. The release fees for retrieving impounded animals are outlined in Schedule A of By-law 18-16.
