How Road Construction Affects You
When Capital road rehabilitation projects commence in the summer, they may affect your daily commute or routines. While the process will involve some dust and disruption, please be patient as we work to maintain and improve the Township's road network. We apologize for any inconvenience this may cause, but these updates are necessary for the long-term health of our infrastructure.
The following projects were approved as part of the 2025 budget:
Road Rehabilitation Process
Road rehabilitation is undertaken in three phases:
Phase 1 – Pulverization
This phase involves grinding the existing surface layers in place, blending the asphalt layers with sub-layers to create a new paving mix using old materials. The road base is graded and remains gravel until the team begins the full-depth reconstruction. This work is done by a third-party contractor.
Phase 2 – Reconstruction
This phase stabilizes the sub-grade and base, reinstalls drainage structures, removes vegetation, and applies large granular material followed by membrane installation to add strength. This work is done in-house.
Phase 3 – Final Surfacing
The final phase involves applying the final surfacing (asphalt overlay, paving, double surface treatment, or tar and chip depending on the project). This work is done by a third-party contractor.

For Pedestrians and Cyclists:
-
Ask for assistance if you feel uncomfortable or unable to navigate the construction area.
