The CAO’s Office manages the overall leadership of the Corporation, including resource allocation, policy advice, and long-term planning, while ensuring compliance with regulations. The Clerk’s Office supports Council by maintaining records of decisions and ensuring compliance with provincial legislation, including the Municipal Act and Municipal Elections Act.

Responsibilities of the Municipal Clerk's Department

1. Accessibility

  • Ensures compliance with accessibility legislation (e.g., AODA) to provide equal access to municipal services and meetings for individuals with disabilities.

2. By-Laws

  • The Clerk’s office manages and enforces municipal by-laws, ensuring that they are up-to-date and accessible to the public. The department also assists in drafting, amending, and publishing by-laws passed by the municipal council.

3. Cemeteries

  • Oversees the operation and management of municipal cemeteries, including record-keeping, the sale of plots, and the maintenance of burial records.

4. Commissioner of Oaths

  • Provides services for administering oaths, affirmations, and taking affidavits, which is often required for legal processes, official documents, or statutory declarations.

5. Council/Committee Agendas and Minutes

  • Prepares and distributes agendas for council and committee meetings, records and publishes the official minutes of these meetings, and ensures transparency and public access to council decisions.

6. Freedom of Information (FOI)

  • Handles requests for public records and documents under the municipal Freedom of Information legislation, ensuring that residents have access to non-sensitive municipal records and promoting government transparency.

7. Heritage

  • Supports local heritage initiatives, including the protection and promotion of historical buildings, landmarks, and cultural sites. This could include facilitating heritage-related programs and projects.

Licensing

1. Dog Tags

  • Issues dog tags to residents for their pets, ensuring compliance with municipal animal control by-laws.

2. Kennels

  • Manages kennel licenses, regulating the operation of dog kennels and ensuring they meet local standards.

3. Municipal Lottery Licensing

  • Administers lottery licenses for charitable organizations, ensuring compliance with municipal and provincial regulations for fundraising activities.

4. Refreshment Vehicles

  • Issues licenses for refreshment vehicles, including food trucks and mobile vendors, ensuring they meet health and safety standards.

5. Events & Festivals

  • Issues permits for events and festivals, including approvals for public gatherings, festivals, and special events within the community.

  • Organizes and administers municipal elections, including overseeing voter registration, candidate nominations, and election procedures.

Records Management

  • Ensures the proper management, storage, and protection of all municipal records, including vital statistics, council minutes, contracts, and other official documents.
