Building Permits and Inspections

Our Building Department ensures that the buildings we work, live, and play in are safe. The Building Department handles all matters that fall under the Ontario Building Code Act and the Ontario Building Code, including new constructions, demolitions, renovations, additions, etc. The Building Department's role is to review and approve building permit applications and related processes.

The Ontario Building Code requires property owners to obtain a building permit before starting work on additions or renovations to buildings, or for any new buildings or structures that are over 10 square metres, under 10 square metres with plumbing, or over 15 square metres in a single storey if used for storage that is ancillary to the principal use. This may include internal renovations in buildings or the replacement of existing buildings or structures such as decks/porches. A demolition permit is required before any building or part of a building is removed or torn down.

Freestanding structures under 10 square metres and storage buildings under 15 square metres do not require a permit. However, development must comply with all applicable requirements of the Zoning By-law. Please consult with the Planning and Development Department for information about applicable zoning and setback requirements.

Projects that alter a property near any waterbody, wetland, steep slope or floodplain may require a permit under Ontario Regulation 41/24: Prohibited Activities, Exemptions and Permits (O. Reg 41/24). Please check with the applicable Conservation Authority to confirm whether additional permitting/approvals are required for your proposal.

Whether your project requires a permit or not, development must comply with all applicable requirements of the Zoning By-law. Please consult with the Planning Department for information about applicable zoning and setback requirements.

An entrance permit is required for new entrances on roads under municipal jurisdiction. Please note, if your property is located on a County Road, the United Counties of Leeds and Grenville is the approval authority for a new entrance.

Projects on lands within 800m of Highway 401 are within MTO’s area of control and may require Ministry approvals and permits prior to the construction and/or alteration of any buildings and/or structures and prior to the issuance of a municipal building permit or approval. Please be advised that all Land Development Pre-Consultation requests for Ministry review should be submitted to the Ministry of Transportation through the Highway Corridor Management Online portal.

Building FAQs

  • Building an accessory (storage) structure, like a shed, that is over 15 square metres without plumbing, or any other type of building over 10 square metres
  • Renovating, repairing or adding to an existing building, including finished basements

If you are unsure whether your project requires a permit, please contact the Building Department.

  • Detached accessory storage buildings without plumbing (ex: shed, small storage building) not greater than 15 m2, however, compliance with the Township's Zoning By-law for property line setbacks, height restrictions, etc. are required
  • Property fences (except for a swimming pool enclosure)
  • Replacement of existing plumbing fixtures, i.e. sink, water closets - in existing location
  • Kitchen or bathroom cupboards without plumbing
  • Painting, decorating and general minor maintenance
  • Roof shingling, provided there is no structural work being completed
  • Replace existing, doors or windows of the same measurements
  • Replace siding with similar material
  • Building a roofless deck less than two feet above the adjacent grade, unattached to a building, complying with zoning bylaw restrictions.
  • Installing eaves troughs, ensuring drainage remains on your property
  • Temporary tent less than 60 m2 in aggregate ground area, not attached to a building and 3 m (9'10") from other structures.

When a complete application is received, Building Department staff calculate the final cost of the permit which is payable at the time the permit is picked up.

 

When a permit has been issued, the applicant will be contacted by staff with instructions on how to obtain your permit and the applicable fee(s) owing. 

The time required to process a permit application is based on quality and completeness, degree of compliance with the Ontario Building Code. Processing an application and timing is regulated by the Building Code Act. If the application is not complete, it will delay the permit approval process. If an application is deemed complete, the Building Department has a maximum of 10 business days to issue a permit. Our office will contact you when your permit is completed. All permit fees are due at the time you receive your permit.

Plans must be submitted by a qualified and/or registered designer with a BCIN number issued by the Ministry of Municipal Affairs and Housing unless the building is a:

  • Farm building less than 6460 sq. ft. (600m2) and 2 stories or less
  • Construction of a building that is owned by that person (residential only)
  • The extension, material alteration or repair of a house
  • A detached residential accessory building that does not exceed 538 sq. ft. (50m2)

For projects that don’t require plans to be submitted by a qualified and/or registered designer, a homeowner has a right under the building code to create their own drawings for a Single Family Dwelling or an accessory building. If you feel you have a good working knowledge of construction practices, some knowledge of the Ontario Building Code or experience in construction, you can draw your own plans. If the drawings are not up to standard you will be asked to provide the required information (which will hold up the processing of the application) or be asked to have the plans drawn up by a qualified designer.

A site plan is a sketch of the property that shows the location of your project and how close it is to the property lines. A site plan generally should include the following:

  • Dimensions and area of the lot and address and/or legal description, North arrow
  • Location of existing and proposed easements
  • Location of road boundaries, private lane or public road, and dimensions
  • Location, dimension and area of building in relation to the building lot
  • Setbacks/distances between each building, property lines, sewage system and septic tank
  • Location of streams, waterbodies, ditches and substantial differences in grade on land
  • Location of any overhead power lines, location of driveway

A contractor or designer may apply for a permit on the owner’s behalf. The agent must have written permission from the owner to obtain any permits.

To obtain a Civic/911 number, an approved Entrance Permit is required.

To apply for an entrance permit for road/highways under municipal jurisdiction please fill out the Township’s Entrance Permit Application Form.

Please note, if your property is located on a County Road, the United Counties of Leeds and Grenville is the approval authority for a new entrance. For entrances on County Road, you must provide the Township with a copy of the approved entrance permit to obtain a Civic/911 number.

It is unlawful to start construction without the necessary permits. If you start construction without the necessary permit, you may be ordered to stop work, ordered to remove work already done or prosecuted. Please contact the Building Department if you are not sure whether you need a permit for your project. 

The Township does not issue permits for fences, which run along or just within one's own property line limits. If your property is a corner lot, please contact the Planning Department as there may be setback requirements that a fence must comply with.

Should you be proposing a property line fence for your property, you should familiarize yourself with the provincial Line Fences Act. Under the Line Fences Act there are opportunities for cost sharing, fencing types/styles, etc. in consultation with your neighbours. If you were to proceed with a fence on the property line without consulting neighbours, and they were dissatisfied with the fence, they can request Fence Viewers (at a cost) be summoned to the property. There are provisions in that Act that include Fence Viewers addressing issues that arise between property owners on the property line fence and they could become involved to make determination on cost-sharing, dispute resolutions/fencing type, height, etc. should those issues arise. 

It is our understanding that it is not the responsibility of Fence Viewers (should they be called out regarding a fencing construction project issue between property lines) to determine property line limits. As such, you will want to ensure that you know the legal property line limits of your property. If you are not certain of your property lines, you may want to solicit the assistance of a land surveyor to establish such.
